Abstract

The dokuritsu gyōsei hōjin (DGH) is a type of legal entity under Japanese administrative law which was modeled after the British agency. Designed as a replacement for the scandal-ridden semi-governmental corporations (tokushū hōjin), the DGH-system is currently undergoing the most drastic reform of its 15-year history.

Taking into account the changes which have come into effect as of April 2015, this article provides an introduction to the history and the laws of the DGH, focusing on its corporate governance, and compares the DGH-system with the laws of the German public-law institution (Anstalt öffentlichen Rechts). The regional DGH (chihō dokuritsu gyōsei hōjin), which exists on the level of the Japanese prefectures, is not covered by this article.
