Japan’s Initiatives in Exploring the Law of the Digital and Virtual World

Abstract

This article explores and reviews Japan’s initiative and global leadership in establishing an AI governance framework and value-based metaverse. In doing so, Japan has partnered with Europe and used the international fora provided by the G7 and the OECD. The author argues that Japan’s role is unusually active. The author points out the different approaches of Japan – which prefers soft law instruments – and Europe – which prefers hard law instruments.
