Abstract
In June 2022, Japan's Penal Code underwent a historic reform, abolishing the traditional distinction between imprisonment and imprisonment without work, which had existed since 1907, and creating a unified system of imprisonment. Following a three-year preparatory phase, the amending law came into effect on June 1, 2025, and the new imprisonment system began to be implemented. This reform was part of a broader discussion that initially focused solely on lowering the age of criminal responsibility under Japan's Juveniles Act, but ultimately addressed the modernization of Japan's entire sentencing system.
